The commissioner stumbled.

He managed to catch himself with one foot.

Then the officer grabbed the back of his shirt.

And drove him downward.

The commissioner hit the mud.

His right forearm struck wet gravel.

Water splashed across his face.

A sharp pain moved through his left shoulder.

For a moment, he struggled to breathe.

Not because his airway was blocked.

He had turned his face away from the water.

But because the impact had knocked the air from his lungs.

The sergeant pressed a hand against his back.

"Stay down, Blackie!"

The commissioner closed his eyes.

For one second, he was fourteen again.

Sitting in his father's old pickup.

Watching a police officer speak to a hardworking Black man as though respect were something he had to earn by remaining silent.

Then the younger officer shouted.

"SERGEANT! THAT'S OUR NEW POLICE COMMISSIONER!"

And the world changed.

Not because the man in the mud became more deserving of dignity.

He had always deserved it.

But because the sergeant suddenly realized that the person he'd treated as powerless had authority within the institution he thought would protect him.

The younger officer's emergency radio transmission was brief.

He requested a duty lieutenant and medical assistance.

He provided the location.

Then reported that an officer had used force during an encounter with a motorist who had identified himself as the newly appointed police commissioner.

Dispatch asked him to repeat the information.

He did.

The dispatcher went quiet.

Then acknowledged the request.

The sergeant stood near the patrol SUV, staring toward the commissioner.

He seemed unable to decide whether to apologize, argue, or pretend the incident had been a misunderstanding.

Finally, he stepped forward.

"Sir, I need to explain."

The commissioner looked at him.

"You're entitled to provide an account."

The sergeant nodded quickly.

"Thank you."

"But not to me right now."

The older officer froze.

The commissioner continued.

"I'm directly involved in what happened. The facts need to be examined independently."

The sergeant swallowed.

"Sir, I was only trying to control the situation."

The commissioner glanced toward the muddy puddle.

Then looked back.

"What danger were you controlling?"

The sergeant opened his mouth.

No answer came.

The commissioner waited.

Then shook his head.

"Don't improvise an explanation. Give investigators a complete, accurate account."

The sergeant looked toward his younger partner.

The younger officer had stepped several feet away to speak with dispatch.
