Bell sighed.

"You're making a simple landscaping issue unnecessarily complicated."

Anita remained quiet.

She'd worked in government long enough to know that a supervisor could sometimes explain a confusing record.

But she also knew that a document bearing a deceased person's signature couldn't simply be ignored.

She wrote an internal note.

Then preserved the relevant correspondence through the approved recordkeeping system.

Over the next several months, she found similar inconsistencies involving other properties.

One case used the name of a homeowner who had moved away.

Another contained a withdrawal form supposedly signed by an elderly resident who later said she never saw it.

A third included photographs taken at a different address.

Anita raised concerns again.

Each time, she was told the files had been reviewed.

Eventually, she stopped expecting her supervisors to respond.

But she continued documenting what she found.

When news of Talia's arrest appeared online, Anita immediately recognized the address.

She watched Margaret's video twice.

The footage showed Mercer kicking Lorraine's roses.

Then shoving the platinum-haired woman who tried to protect them.

Anita felt sick.

She remembered Lorraine standing at the municipal counter with a photograph of the garden.

She remembered promising to request clarification.

And she remembered being told to leave the file alone.

Now a police officer had destroyed the flowers.

And the older woman's daughter had been handcuffed.

Anita sat at her kitchen table that evening staring at the screen.

Her husband noticed.

"What's wrong?"

She looked toward him.

For a moment, she seemed unable to speak.

Then she said.

"I think something very bad happened because of paperwork I tried to correct."

He sat beside her.

She explained the record discrepancies.

The pressure from Bell.

And the suspicious appeal withdrawals.

Her husband listened carefully.

Then asked whether she still had the relevant communications.

Anita nodded.

"They're in the system."

He took her hand.

"Then you need to tell somebody who can actually review them."

She looked frightened.

"If I do, I could lose my job."

He nodded slowly.

"Maybe."

For several seconds, they sat quietly.

Then he continued.

"But if you stay silent, somebody else might end up like that woman in the video."

Anita closed her eyes.

She knew he was right.

The next morning, she contacted the independent investigation team through an appropriate reporting channel.

Nadia interviewed Anita in a secure office away from city hall.

The records specialist arrived carrying a notebook containing dates and file references.

She didn't bring improperly obtained private records.

Instead, she identified material she had encountered through her authorized duties and explained where investigators could seek it lawfully.

Nadia appreciated her caution.

The two women spent hours reviewing the chronology.
