“Sergeant.”

The sergeant walked toward him quickly.

“Lieutenant.”

“I need to explain—”

The lieutenant raised one hand.

“Not yet.”

He looked toward the young man.

“Is he under arrest?”

The sergeant hesitated.

“No.”

“Is he detained?”

The sergeant hesitated again.

The lieutenant’s eyes narrowed.

“Is he detained?”

“No.”

“Then why is he on the ground?”

“He’s sitting now.”

The lieutenant stared.

The father looked away.

The answer had been as bad as it sounded.

The lieutenant turned toward the second officer.

“Medical called?”

“Yes.”

“Good.”

Then:

“Sergeant, step over by my vehicle.”

The sergeant opened his mouth.

The lieutenant’s voice sharpened.

“Now.”

The sergeant walked.

The lieutenant approached the father.

“Sir.”

The father presented credentials.

The lieutenant read them.

His eyes shifted toward the young man.

“Your son?”

“Yes.”

“I understand.”

The father replied:

“I’m not asking for federal intervention.”

The lieutenant nodded.

“I appreciate that.”

“I want local process followed.”

“Yes, sir.”

“And evidence preserved.”

The lieutenant looked toward the witnesses.

“I can see why.”

The father’s voice softened slightly.

“Good.”

The lieutenant turned to the second officer.

“Tell me what happened.”

She looked toward the sergeant.

The lieutenant noticed.

“Look at me.”

She did.

“Tell me what you personally observed.”

She inhaled.

Then began.

The original dispatch call had been vague.

A park visitor reported a “young man checking cars” near the north parking lot.

No race given initially.

The caller later said:

“Maybe Black.”

Age uncertain.

Clothing described as “light sweatshirt or jacket.”

No weapon.

No vehicle entered.

No property damaged.

No caller remained on scene.

The sergeant arrived first.

Saw the young man sitting on a bench roughly two hundred yards from the parking lot.

Coffee in hand.

Phone visible.

The second officer arrived after the sergeant had already demanded identification.

She heard the young man ask why he was being detained.

The sergeant told him to stand.

He stood.

The sergeant reached for his right wrist.

The young man turned and said:

“Why are you grabbing me?”

The sergeant forced him down.

No punch.

No kick.

No attempt to flee.

No threat.

The lieutenant listened.

His face became harder with every sentence.

The second officer continued.

“After he was on the ground, he complained about pain.”

“Sergeant kept pressure.”

“I suggested getting him up.”

“He refused.”

The lieutenant asked:

“Did the subject resist while on the ground?”

“No.”

“Did he resist before?”

She hesitated.

“He turned when his wrist was grabbed.”

“That’s not what I asked.”

She looked toward the sergeant standing near the SUV.

Then back.

“No.”

The lieutenant nodded slowly.

“Anything else?”

She swallowed.

“Sergeant told me to say he pulled away.”
