For seven months, he had studied how certain officers reacted when they believed evidence could be controlled.
Now he was watching that confidence disappear in real time.
Whitaker spoke.
“Officer Keller, your duty weapon and credentials will be temporarily secured pending further investigation.”
Keller stared.
“Chief, I haven't done anything wrong.”
Whitaker looked at him.
“You'll have an opportunity to provide a statement with the appropriate representation.”
He turned toward Briggs.
“The same applies to you.”
Briggs's breathing quickened.
“Sir, I was just doing my job.”
Daniel looked down at his injured hands.
Then back up.
Whitaker remained expressionless.
“Your job does not include assaulting a detainee.”
Briggs pointed toward Daniel.
“He was provoking me.”
Daniel said nothing.
The chief looked at Briggs.
“By asking for medical attention?”
Briggs stopped.
“By asking you to verify his identification?”
No answer.
“By asking for a supervisor?”
Briggs swallowed.
“I didn't know who he was.”
Whitaker stared at him.
Then spoke a sentence Daniel would remember for years.
“You should not need to know who someone is to treat them lawfully.”
The room went completely silent.
Briggs looked away.
For the first time in his career, he had no authority to hide behind.
And what made the moment worse was that the chief's words were not complicated.
They required no special training.
No secret knowledge.
No classified information.
The young man sitting at the counter had asked for ordinary things.
A reason for his detention.
Verification of credentials.
Medical care.
A supervisor.
Briggs had turned those requests into a confrontation because he believed the person making them was powerless.
Now that belief was collapsing.
But the officer's real trouble had not yet begun.
Because the federal investigator standing beside the police chief had not come merely to deal with Daniel's arrest.
He had come with a search warrant.
And Officer Briggs's name was printed on the first page.
The investigator placed the sealed folder on the counter.
“Officer Briggs, this investigation concerns a series of property-handling irregularities occurring during your assigned shifts.”
Briggs stared.
“What irregularities?”
“Missing currency. Altered evidence inventories. Unexplained changes to detention records.”
Briggs's face tightened.
“I don't know anything about that.”
The investigator nodded.
“You'll have an opportunity to respond.”
Then he opened the folder.
“We're also examining whether other officers participated in or concealed the misconduct.”
Keller took one step backward.
Daniel noticed.
So did the investigator.
The investigator turned toward him.
“Officer Keller, remain where you are.”
Keller stopped.
Briggs looked toward the property bin.
Daniel followed his gaze.
