Harris seemed almost angry at that.

“You’re not furious?”

Naomi considered.

“I am.”

“You don’t sound like it.”

“My anger does not need to run the investigation.”

He looked at her bruise.

“He hit you.”

“Yes.”

“And you can sit there talking about process?”

Naomi leaned back.

“That process is what prevents my anger from becoming another abuse of authority.”

Harris stared at her.

Then slowly nodded.

The body-camera video was worse than Naomi remembered.

Not because the force was more violent.

It wasn’t.

Because the emotional pattern looked clearer from outside.

Mercer arrived suspicious.

Naomi answered calmly.

He interpreted calm questions as challenge.

He escalated.

She became more precise.

He interpreted precision as arrogance.

He escalated again.

The actual lane allegation disappeared within three minutes.

By minute five, the stop had become entirely about Mercer forcing Naomi to acknowledge his authority in the manner he wanted.

When she did not, he created new reasons.

Suspicious credentials.

Possible impersonation.

Armed subject.

Resisting.

All of them built after the relationship deteriorated.

Naomi watched herself on screen.

Hands visible.

Measured voice.

Controlled breathing.

She looked almost too calm.

Elena paused the video.

“You’re thinking something.”

Naomi nodded.

“I look confident.”

“You were confident.”

“That may have made it worse.”

Elena frowned.

“That isn’t your fault.”

“I didn’t say it was.”

“What are you saying?”

Naomi pointed toward Mercer on the screen.

“He expected uncertainty.”

“Apology.”

“Fear.”

“Something confirming his position.”

“I didn’t give him any.”

“So he kept escalating until the physical situation matched the hierarchy he wanted.”

Elena stared.

“That’s disturbing.”

“Yes.”

Thomas entered.

“Independent state review accepted the referral.”

Naomi nodded.

“Good.”

“They want your statement tomorrow.”

“Fine.”

“And local news has the roadside video.”

Naomi closed her eyes.

“How?”

“Pickup driver.”

“Of course.”

“He filmed part of it.”

“How much?”

“The shove.”

“The knee strike.”

“The radio call.”

Thomas placed his phone on the table.

Headline:

BLACK FEDERAL DIRECTOR MANHANDLED DURING VIRGINIA TRAFFIC STOP.

Naomi sighed.

Elena said:

“It could be worse.”

“How?”

“They could have written ‘wrong woman.’”

Naomi looked at her.

Elena shrugged.

“Internet headline writers are predictable.”

Thomas sat.

“Your office wants guidance on interview requests.”

“No interviews.”

“CNN.”

“No.”

“Major newspapers.”

“No.”

“Three national morning shows.”

“No.”

“Podcast?”

Naomi stared.

Thomas smiled.
