He turned toward another neighbor.

Mrs. Gable described seeing Evelyn enter through the side gate.

A young father named Ryan said he was recording a short video of his daughter playing when he heard Evelyn shouting.

He'd turned his phone toward the grill just as she raised the extinguisher.

Another neighbor had captured photographs of the aftermath.

Grace Holloway provided the event information.

She confirmed that the gathering was a private neighborhood cookout raising money for school reading materials.

Then Officer Harris asked whether anyone had documents related to the prior complaints.

Michael retrieved his phone.

He showed the emails.

The proposed HOA penalty.

And his requests for the governing provisions.

Harris examined them.

Then returned the phone.

“I'll note that the dispute appears to have been ongoing.”

Evelyn stepped forward.

“Officer, you're allowing him to distract you.”

Harris looked toward her.

She gestured toward Michael.

“He is deliberately violating community rules. I have a responsibility to intervene.”

“Ma'am, HOA enforcement procedures are separate from responding to an immediate emergency.”

She folded her arms.

“I reported the hazard.”

Harris nodded.

“That's what I'm trying to clarify.”

He checked the dispatch information again.

“Your initial report was made before this event began.”

Evelyn lifted her chin.

“I had reliable information.”

“What information?”

She looked toward Michael.

“His own public invitation.”

Harris paused.

“An invitation to a barbecue?”

“Yes.”

He studied her.

“Ma'am, that doesn't explain reporting an active unattended fire before there was one.”

For several seconds, Evelyn remained quiet.

Then she said.

“I knew he intended to violate the regulations.”

Harris maintained his calm expression.

“Did you observe the condition you reported when you contacted dispatch?”

She stared.

For a moment, her cheeks reddened.

Then she looked toward the house.

“Officer, I've spent two years trying to make these people understand basic community standards.”

Harris didn't respond to the complaint about standards.

He asked another question.

“Who directed you to discharge the extinguisher?”

Evelyn blinked.

“No one.”

“Did you believe somebody was in immediate danger?”

“Of course.”

“What did you observe that made you believe that?”

She pointed toward the grill.

“The smoke!”

Michael looked toward Thomas.

His father raised one eyebrow.

Officer Harris examined the cooking area.

Then looked back toward Evelyn.

“Ordinary cooking smoke isn't necessarily an emergency.”

For a moment, her expression became furious.

“You don't understand what I've been dealing with!”

Harris nodded.

“Then help me understand by answering the questions.”

The exchange continued for several minutes.

Evelyn repeatedly insisted that her position as HOA president gave her authority to stop the event.

The officer repeatedly returned to what she personally observed and what she'd reported.

Eventually, he asked her to set down the extinguisher.
