One internal presentation described the benefits of an emergency commercial support arrangement.

That wasn't unusual.

Contractors routinely prepared proposals explaining how their services could help customers.

But another document assumed that a particular government emergency declaration would occur before the technical review had established whether the underlying conditions justified it.

Nadia asked why.

Her supervisor told her the company was preparing for several possible scenarios.

She accepted that explanation initially.

Then she noticed references to an unusual coordination plan involving the arrival of senior agency decision-makers.

The documents did not describe a normal contingency exercise.

They appeared to assume that independent review would be delayed long enough for a commercial recommendation to become the easiest available option.

Nadia asked another question.

This time, she was told the material wasn't part of her assignment.

She was instructed to stop circulating concerns outside a narrow group.

Then the agency incident occurred.

Within hours, she heard that Vivienne Quarles had been detained during a county traffic stop while traveling to the emergency briefing.

She watched a short television segment about the event.

The newscaster described the Deputy Director's orange evening gown.

Nadia felt sick.

She had seen the phrase orange dress in a planning message several days earlier.

At the time, she assumed it referred to some internal presentation or scheduling shorthand she didn't understand.

Now she realized it might identify a real person.

She contacted an attorney.

Preserved the relevant records through lawful reporting channels.

And provided a detailed account to investigators.

The information didn't prove every suspicion.

But it connected several people and decisions that had previously appeared unrelated.

A contractor's emergency proposal.

An agency coordination office.

A private intermediary with county relationships.

And a traffic stop designed to delay the arrival of independent records.

Mara called me after Nadia's initial account had been corroborated by additional documents.

β€œVivienne, we need to talk.”

I was at home.

It was the first full evening I'd spent outside the agency since the incident.

Zora sat upstairs preparing for her performance.

My mother was in the kitchen inspecting vegetables as though she suspected them of misconduct.

I stepped into the study.

β€œGo ahead.”

Mara sounded serious.

β€œWe have reason to believe the external coordination effort involved deliberate disclosure of your travel information.”

I sat.
