“She grabbed my wrist.”

“Before or after you touched her hair?”

The president hesitated.

“I was trying to remove her from the property.”

The lieutenant stared.

“By pulling her hair?”

The older woman's face flushed.

“She was refusing to obey association rules.”

The lieutenant nodded slowly.

“Does the association authorize physical force against residents?”

The president looked offended.

“That's not what happened.”

The lieutenant waited.

Then asked again.

“Did you grab her hair?”

The president stared toward the house.

For several seconds, she said nothing.

Finally, she muttered, “I may have caught it when she moved.”

The lieutenant made a note.

Then asked about the president's claim that the woman was trespassing.

The older woman opened her leather folder.

She produced copies of violation notices.

The lieutenant reviewed them.

Then looked up.

“These concern property restrictions and fees.”

The president nodded sharply.

“Exactly.”

“They don't establish that the homeowner is a trespasser.”

The older woman's face hardened.

“You don't understand how HOAs work.”

The lieutenant remained calm.

“I'm asking what legal authority you believe allowed you to remove her from this house.”

The president said nothing.

The lieutenant continued.

“Do you have a court order?”

“No.”

“Are you the recorded owner?”

“No.”

“Has the owner authorized you to enter or remove anyone?”

The president's expression tightened.

“The association controls the neighborhood.”

The lieutenant placed the papers on her clipboard.

“That isn't an answer.”

For the first time, the president looked genuinely uncertain.

Then she glanced toward the chief standing near the porch.

“This is special treatment.”

The lieutenant followed her gaze.

Then looked back.

“The chief has removed herself from directing this investigation because the complainant is her daughter.”

The president swallowed.

The lieutenant continued.

“We're documenting what happened. The evidence will determine the next steps.”

The older woman looked away.

She didn't like that answer.

She wanted the lieutenant to be frightened of the chief.

She wanted someone to say the case was already decided.

Because then she could claim the police department was retaliating against her for challenging a powerful family.

Instead, the lieutenant was asking ordinary questions.

Questions the president couldn't answer.

Across the street, the retired teacher was standing beside her driveway holding a smartphone.

She had recorded nearly the entire confrontation.

The video began when the police cruiser arrived.

It showed the HOA president pointing toward the homeowner.

It captured the officers speaking.

Then the older woman lunging forward and grabbing the platinum-blonde hair.
