The police cruiser arrived within minutes.

The timing startled Cynthia.

She'd expected to finish the discharge, record the damaged pool, and leave before anyone outside the HOA became involved.

Instead, the patrol car passed through the open front gate while she was still holding the hose.

Behind it came Rosa Alvarez in a municipal utility vehicle.

Andre recognized her immediately.

The inspector stepped out carrying a field notebook and protective equipment suitable for her work.

Cynthia turned pale.

Officer Mercer approached.

He surveyed the scene.

Then asked Cynthia to move away from the hose.

She hesitated.

For a moment, her eyes moved toward the neighboring property.

Then she took a step back.

The wastewater continued flowing briefly before trained personnel addressed the active discharge through the appropriate response procedures.

Rosa coordinated with her department to ensure the affected systems were assessed safely.

Officer Mercer turned toward Andre.

“Sir, are you the homeowner?”

“Yes.”

“Is anyone injured?”

“No visible injuries. My daughter is inside.”

The officer nodded.

“Has anyone entered the contaminated water?”

“Not since this started.”

“Good. Keep everyone away.”

Andre nodded.

Mercer then looked toward Cynthia.

“Mrs. Vale, I understand you are the HOA president.”

She straightened.

“Yes.”

“Did you direct that hose toward this pool?”

Cynthia's expression tightened.

For a moment, she looked toward Andre.

Then she answered.

“I was carrying out an emergency compliance action.”

Mercer remained calm.

“What emergency?”

She gestured toward the water.

“The swimming pool is unsanitary.”

The officer looked at the gray discharge hose.

Then back at her.

“Was it unsanitary before you started pumping wastewater into it?”

Cynthia's cheeks reddened.

“Officer, that's an unfair characterization.”

Andre closed his eyes.

For a moment, he couldn't believe she was still trying to argue.

Rosa stepped closer.

Her expression was serious.

“Mrs. Vale, is this hose connected to equipment serving your guesthouse?”

Cynthia stared.

“I don't know what you're implying.”

Rosa didn't argue.

She asked again.

“Do you know whether the hose is associated with wastewater-handling equipment on your property?”

Cynthia folded her arms.

“My brother handles maintenance.”

The inspector nodded.

“Thank you.”

For a moment, Cynthia seemed pleased.

As though she'd successfully transferred responsibility.

Then Mercer looked toward her.

“Ma'am, we've been investigating an unauthorized sewer connection associated with your property for several months.”

Cynthia froze.

He continued.

“The investigation concerns a suspected discharge into the drainage corridor behind these homes.”

For a moment, she couldn't speak.

Then she glanced toward Rosa.

The inspector's expression didn't change.

Cynthia finally whispered.

“That's ridiculous.”

Rosa looked toward the hose.

“Mrs. Vale, your contractor's records and several infrastructure observations have raised questions that require formal examination.”
