For several seconds, she remained quiet.
Finally, she asked.
“Mr. Walker, did you authorize any utility work under this agreement?”
Andre shook his head.
“No.”
“Did anyone perform excavation or installation on your property in connection with it?”
“No.”
She nodded.
Then pointed toward a paragraph near the bottom.
“This section describes potential access for emergency drainage stabilization.”
Andre looked at her.
“That's what concerned me.”
Rosa continued reading.
The document referred to an association drainage corridor, future maintenance access, and the possibility of temporary equipment crossing the Walker property.
But it did not identify a specific approved project.
It also contained a diagram that appeared to connect a private service area beside Cynthia's guesthouse with a route running toward Andre's eastern boundary.
Rosa frowned.
“Where did this drawing come from?”
Andre shook his head.
“Cynthia delivered it.”
The inspector looked toward Officer Mercer.
For a moment, they exchanged glances.
Then Rosa turned back toward Andre.
“We'll need to review its origin and whether it corresponds to any authorized work.”
Andre nodded.
“Of course.”
He looked toward Cynthia.
She stood beside the patio with her arms folded tightly across her chest.
For the first time, she wasn't speaking.
Rosa approached her.
“Mrs. Vale, who prepared the drainage agreement?”
Cynthia hesitated.
“Our association's legal team.”
Rosa nodded.
“Do you know which attorney reviewed it?”
She looked toward the house.
“My brother coordinated the paperwork.”
Andre felt his stomach tighten.
Martin.
Again.
The name appeared in almost every explanation Cynthia gave when questions became too specific.
Officer Mercer continued documenting the incident.
He obtained preliminary statements from the parties and witnesses.
Andre provided the original security footage from his patio system through the appropriate process, preserving the original files and their available metadata.
The video showed Cynthia entering through the side gate carrying the hose.
It showed the pool before the discharge.
It showed the wastewater entering the water.
And it showed her directing the hose while shouting at Andre.
There was no ambiguity about who had held it.
The footage didn't by itself establish the exact source of the wastewater or the legality of the underlying plumbing system.
Those questions required additional evidence.
But it established the actions that occurred in the backyard.
Cynthia tried to explain them as an emergency HOA intervention.
The recording made that explanation difficult to reconcile with what everyone could see.
For nearly ten minutes, she'd deliberately directed the discharge toward the pool area.
She'd positioned her phone to record the result.
And she had continued after Andre ordered her to stop and warned her that his daughter was inside.
