Mason did not answer.

That was an answer.

Adrian waited.

The young officer looked toward Harmon.

“I know you’re not supposed to ask me anything.”

“I’m not asking for details.”

Mason looked at him.

“Then what?”

Adrian considered.

“I'm asking whether today surprised you.”

The officer swallowed.

“No.”

There it was.

Adrian nodded.

Mason spoke quickly.

“I never saw him take money.”

Adrian raised one hand.

“Stop.”

Mason closed his mouth.

“You need counsel before giving facts.”

The young officer nodded.

Adrian continued.

“But understand something.”

“What?”

“Being uncomfortable is not the same as objecting.”

Mason looked down.

Adrian’s voice remained controlled.

“You cannot spend a career telling yourself that silently disapproving protects anybody.”

The words landed.

Mason nodded.

Then whispered:

“I know.”

“Do you?”

The younger man looked at him.

“Today I do.”

Adrian believed him.

Belief was not clearance.

That distinction mattered.

He returned to Harmon.

She looked irritated.

“What did you say?”

“Nothing investigative.”

“I’ll check the audio.”

“Good.”

Harmon smiled despite herself.

By six that evening, Professional Standards occupied a conference room at department headquarters.

Rourke’s badge and weapon had been logged.

His administrative access suspended.

His locker sealed.

His digital history preserved.

Chief Warren Maddox arrived furious.

Not at Rourke.

At Internal Affairs.

That told Adrian something.

Maddox entered the conference room with two captains and a city attorney.

He was fifty-eight, broad-chested, silver-haired, with a politician’s ability to make anger look like concern.

He pointed toward Harmon.

“You ran an integrity operation against one of my officers without notifying command?”

Harmon remained seated.

“Notification was restricted.”

“I am command.”

“Exactly.”

Silence.

Maddox’s face changed.

Adrian sat at the far end of the table.

The chief finally noticed him.

“You.”

Adrian looked up.

Maddox’s eyes narrowed.

“You’re Cole.”

“Yes.”

“I know your name.”

“That makes one of your officers.”

Maddox did not appreciate that.

“I’ve read your previous reports.”

“Then you know why I was assigned.”

“I know you like manufacturing scandals.”

Harmon intervened.

“Chief.”

“No.”

Maddox pointed at Adrian.

“He walks into departments, antagonizes people, waits for a reaction, then calls the reaction culture.”

Adrian studied him.

The city attorney shifted uneasily.

Adrian asked, “Did you watch the video?”

Maddox said nothing.

“Did you?”

“Yes.”

“And what part did I manufacture?”

The chief’s jaw tightened.

“You were carrying bait.”

“Evidence pouch.”

“Same thing.”

“No.”

Adrian leaned forward.

“The money was not offered.”

Silence.
