“Fine.”
“He may call counsel.”
“Fine.”
“He may refuse access without process.”
“Also fine.”
The agent pointed toward the audit logs.
“But if he panics at the mention of those records, that gives us behavioral context.”
The supervisor shook his head.
“Behavioral context is not evidence.”
“I know.”
“You love saying that.”
“Because people forget.”
They compromised.
The agent could conduct a limited voluntary contact.
No deceptive identity.
No false claims.
No demand for records.
Simply identify himself and request an interview.
Backup nearby but not visible.
Scheduled check-ins.
Emergency protocol.
The supervisor said:
“You are not a cowboy.”
The agent smiled.
“I hate horses.”
“Not funny.”
“A little.”
The morning began normally.
The Black agent entered the station at 10:14.
He wore a navy jacket.
Charcoal shirt.
Jeans.
No suit.
No visible weapon.
Credentials in pocket.
He asked the desk officer whether the chief was available.
Reason?
“Federal inquiry involving evidence-management practices.”
The desk officer became nervous.
Called upstairs.
Five minutes later, the Black agent sat in the chief’s office.
The chief entered with two officers.
Already defensive.
No greeting.
“You federal?”
“Yes.”
“Show me.”
The agent did.
The chief looked at the outside of the credential wallet.
Did not open it.
“Anybody can buy one of these.”
The agent said:
“Open it.”
The chief did not.
That was the first deviation.
The second came when the agent mentioned backend evidence-log discrepancies.
He did not mention dates.
Cases.
Substances.
Accounts.
Only:
“We’re reviewing possible inconsistencies between physical evidence and digital chain-of-custody records.”
The chief’s response:
“Those old narcotics cases were already audited.”
Old narcotics cases.
The agent had not said old.
Had not said narcotics.
He noticed.
Then the chief asked:
“Who sent you?”
The agent named his supervisor.
The chief said he had never heard of him.
Reasonable.
Then:
“Where’s your warrant?”
“I don’t have one.”
“Then get out.”
The agent stood.
At that point, the contact could have ended.
It should have.
Then the chief said:
“Leave the fake credential.”
The agent paused.
“No.”
The chief ordered an officer to block the door.
