An officer near the printer lowered a stack of papers.

Someone whispered:

“Oh, hell.”

Vanessa looked at Colton.

His mouth opened.

Closed.

Opened again.

He looked toward Keane.

Then the shield.

Then Vanessa's cuffed wrists.

His face became almost gray.

Vanessa spoke quietly.

“Officer Colton.”

No answer.

She repeated:

“Officer.”

“Yes, ma’am.”

The word emerged automatically.

Vanessa's expression hardened.

“Do not call me ma’am because you've seen the shield.”

Colton swallowed.

Keane stepped around the desk.

“Captain Cole.”

Vanessa looked at him.

“Not yet.”

He froze.

“In two days.”

She held up her cuffed wrists.

“Today I am the woman your officer arrested without recovered property, after a store employee repeatedly told him no theft occurred.”

No one moved.

Keane looked toward Colton.

“What the hell did you do?”

Vanessa's voice sharpened.

“Sergeant.”

Keane stopped.

“Do not begin correcting this because you know who I am.”

Silence.

She continued:

“Correct it because the arrest is unsupported.”

Keane nodded quickly.

“Yes.”

“Then start with procedure.”

He looked at Colton.

“Remove the cuffs.”

Vanessa said:

“No.”

Everyone stared.

Keane looked confused.

“Captain?”

“Not yet.”

She looked toward the room.

“Before anyone touches these cuffs, I want a supervisor from another precinct notified.”

Keane blinked.

“Why?”

“Because in forty-eight hours I will supervise nearly everyone in this building.”

She looked at Colton.

“I will not personally control the first documentation of an incident in which I am the complainant.”

That sentence changed the atmosphere again.

Colton had been terrified of a powerful woman taking revenge.

Instead, the powerful woman was preventing herself from controlling the review.

Several officers noticed.

Vanessa continued:

“Notify Internal Affairs.”

“Preserve body-camera footage.”

“Store surveillance.”

“Civilian video.”

“Vehicle camera.”

“Radio traffic.”

“Desk camera.”

“Everything.”

Keane nodded.

“Yes.”

“And Officer Colton does not write or amend any report until instructed by an independent supervisor.”

Colton found his voice.

“Captain, I can explain.”

Vanessa looked at him.

“I'm sure you can.”

He swallowed.

“The store had concerns.”

“Which employee told you that?”

Colton hesitated.

Vanessa waited.

“No one directly.”

“Did store security request police intervention?”

“No.”

“Did any employee report missing property?”

“No.”

“Did you observe me conceal merchandise?”

“No.”

“Did you recover merchandise?”

“No.”

Colton looked desperate.

“You were acting suspiciously.”

“How?”

“You were lingering.”

Vanessa's eyes sharpened.

“In a department store.”

He said nothing.

“You told the desk I resisted.”

“You pulled your arm away.”
