"What happened?" Hannah asked.

Malloy pointed toward the torn paper inside the car.

"Fraudulent license. Suspicious vehicle. Uncooperative operator."

Hannah frowned.

"Dispatch just confirmed her driving privileges."

"Doesn't mean the paper wasn't fake."

Naomi spoke.

"It was the temporary credential issued to me by the state motor vehicle office."

Hannah turned toward her.

"Ma'am, are you Naomi Brooks?"

"Yes."

"Are you injured?"

Malloy's head snapped toward Hannah.

"What kind of question is that?"

Hannah looked at the dented door.

Then at Naomi's arm.

A faint red mark was visible where Malloy had gripped her.

Naomi answered.

"My shoulder is sore. The trooper shoved me against the vehicle."

Hannah looked toward Malloy.

He laughed.

"She's exaggerating."

Naomi gestured toward the driver's door.

"He also kicked my vehicle after destroying my temporary license."

Hannah stared at the dent.

"That happened during the stop?"

Malloy crossed his arms.

"She was refusing instructions."

Hannah looked at Naomi.

"Did you physically resist?"

"No."

"Did you threaten him?"

"No."

"Did you attempt to drive away?"

"No."

Malloy stepped between them.

"Hannah, I don't need you taking her statement on the shoulder."

She looked at him.

"I need to understand why I'm here."

"To assist."

"With what?"

"The tow."

Hannah studied the car.

It sat safely on the gravel shoulder.

The tires were intact.

The lights appeared undamaged.

The dent in the lower door panel did not obviously affect its ability to operate.

She looked toward Malloy's notebook.

"What's the tow basis?"

"Unsafe condition."

"What condition?"

He pointed toward the driver's door.

Hannah followed his gesture.

Then she looked back at him.

"Derek."

He stared.

She lowered her voice.

"Can you come over here?"

Malloy looked toward Naomi.

"Stay put."
