He stopped.

She walked toward her phone.

The second patrol officer picked it up first.

He wiped rain from the screen with his sleeve and extended it carefully.

“Here.”

“Thank you.”

Then he glanced toward her handbag.

“I didn't open it.”

The lead officer looked sharply toward him.

The federal agent noticed.

“Why not?”

The younger officer swallowed.

“Because you told us there was protected material inside.”

The lead officer muttered:

“She was detained.”

The federal agent turned.

“You can detain someone without turning off your judgment.”

The street had become silent enough that rain hitting cruiser roofs sounded loud.

The Black lieutenant looked toward the neighbors recording.

Then toward the federal team.

“We need to move.”

The Black federal agent looked across the street toward the red-brick house.

Its front blinds were closed.

A porch light that had been off ten minutes earlier was now on.

Her expression changed.

The lead officer did not notice.

The lieutenant did.

“What?”

The federal agent quietly asked:

“How long has that light been on?”

The lieutenant looked.

“I don't know.”

The white federal agent checked his watch.

The Latino federal agent moved toward the unmarked SUV.

The lead patrol officer frowned.

“What are you talking about?”

The Black federal agent picked up her handbag.

“Who made the call?”

“Anonymous.”

“From where?”

“Dispatch didn't give an address.”

“Get it.”

The officer stared.

“Why?”

For the first time since the lieutenant arrived, the federal agent looked directly at him with unmistakable urgency.

“Because I wasn't standing here by accident.”

The lead officer’s face shifted.

The agent pointed toward the red-brick house.

“That house has been under federal surveillance for eleven days.”

The second officer looked toward it.

The lead officer slowly followed.

The federal agent continued.

“And thirty seconds after you put me in handcuffs, somebody inside turned on a signal light that has never been used before.”

Nobody spoke.

The lieutenant immediately raised her radio.

“Dispatch, lock down the origin data on the suspicious-person call. Do not release it over open channel.”

A dispatcher answered.

The lead officer looked confused.

“What operation?”

The Black federal agent ignored him.

She turned toward the two federal agents.

“Status?”

The Latino agent held a phone.

“Rear target hasn't moved.”

“Primary?”

“Still inside.”

“Vehicle?”

“Garage.”

“Any outbound communication?”

“We lost the encrypted burst when cruisers arrived.”

The Black agent closed her eyes briefly.

The patrol officer finally understood something larger had happened.

He whispered:

“I didn't know.”

The federal agent looked at him.

“That sentence is going to matter later.”

Then she turned toward the lieutenant.

“But right now I need your dispatch logs.”

The lieutenant nodded.

“You'll have them.”

“All radio traffic from the moment the call arrived.”
