This needed to remain a legal problem.

Not become something else.

The front door opened.

A state police colonel entered first.

Then an Army lieutenant colonel.

Then a civilian attorney from the state professional standards office.

Sheriff Boone looked smaller.

Not physically.

Institutionally.

The lieutenant colonel saw Sarah.

Stopped.

His eyes moved to the cuffs.

Then to Boone.

“General Hayes.”

Sarah nodded.

“Colonel.”

“Are you injured?”

“Minor.”

“Medical team outside.”

“Good.”

The state police colonel approached.

“Sheriff Boone.”

“Colonel Harris.”

They clearly knew each other.

Harris looked at the restraints.

“Do not remove them.”

Boone’s jaw tightened.

“I know.”

“Photographs first.”

He did know now.

A state investigator documented Sarah’s wrists.

Position.

Cuff serial number.

Skin compression.

Front and side angles.

Then the restraints came off.

Sarah rubbed her wrists.

Pain pulsed into her hands.

The Army colonel looked furious.

She met his eyes.

“Don’t.”

He understood.

Professional face returned.

“Yes, ma’am.”

Boone said:

“I want this clear.”

Nobody looked at him.

He raised his voice.

“This woman refused lawful instructions.”

Colonel Harris turned.

“Which instructions?”

Boone hesitated.

“Identification.”

Sarah looked toward the military ID still in his hand.

Harris followed her gaze.

Then at Boone.

“You have her identification.”

“She was evasive.”

“What crime did you arrest her for?”

Boone’s jaw tightened.

“Obstruction.”

“What action constituted obstruction?”

“She refused access to a secure device.”

Sarah spoke.

“You never had a warrant.”

Boone looked at her.

“This is my investigation.”

Colonel Harris said:

“No.”

Boone turned.

Harris remained calm.

“This is now a joint review involving state professional standards because the conduct occurred inside your agency and concerns your own actions.”

The sheriff’s face reddened.

“You think I can’t investigate myself?”

No one answered.

Boone realized what he had said.

Sarah almost smiled.

Almost.

The state attorney stepped forward.

“Sheriff, we are preserving the scene.”

“Scene?”

“Yes.”

“This is my booking room.”

“It is also where the alleged conduct occurred.”

Boone looked toward his deputies.

No one met his eyes.

Sarah watched the room carefully.

Authority did not disappear when challenged.

It redistributed.

The people who had spent years orbiting one powerful man suddenly noticed other centers existed.

That could be healthy.

It could also become dangerous.

Humiliation often made powerful people reckless.

Sarah took a seat again.

Colonel Harris looked surprised.

“General, we have a car outside.”

“I know.”

“You don’t want to leave?”
