“Who told him that?”
The older officer hesitated.
“I don't know. But he was on the phone before we left the station.”
The investigator asked whether the younger officer had identified the caller.
The older man shook his head.
“No.”
“Did he explain what the driver had done?”
“No.”
“Then why did you participate?”
The older officer looked directly at her.
“Because I trusted him more than I trusted the woman we stopped.”
The admission seemed to cost him something.
He swallowed.
“And I didn't have a good reason for doing that.”
The investigator made a note.
She did not offer forgiveness.
She did not tell him that admitting the truth erased his conduct.
But she recognized that his statement could help establish how the stop had been initiated and why the situation had escalated.
By the end of the interview, the officers' actions had become part of a formal investigation into possible civil-rights violations, misconduct, and interference with a government review.
The commander's professional standing was relevant to understanding her destination and the arrival of the government vehicles.
It was not necessary to determine whether the officers had treated her lawfully.
The central question remained the same.
What justified the stop, detention, and use of force?
The available evidence was beginning to suggest that the officers had been acting on instructions that had nothing to do with traffic safety.
The younger officer refused to answer further questions without an attorney.
That was his right.
His department placed him on administrative leave pending the investigation.
The older officer was also removed from enforcement duties while his participation was reviewed.
Both decisions were announced without a declaration of guilt.
The police department's leadership promised cooperation.
But the commander had heard promises before.
She wanted evidence that cooperation meant more than a press statement.
At the same time, the video of the roadside encounter was spreading rapidly.
The first clip had been uploaded by someone who obtained a copy of the witness's recording. It showed the Black woman in her enormous leopard-print coat being restrained against the SUV as the younger officer pressed the Taser toward her waist. The younger officer could be heard shouting, and the woman could be heard protesting that she was not resisting.
Within hours, the clip appeared on thousands of social-media accounts.
