Then he gave an ugly little laugh.
“You think you're giving me orders?”
She looked directly into his eyes.
“I'm giving you an opportunity to reconsider what you're doing.”
He leaned closer.
“Lady, I don't care who you think you are.”
The woman opened her handbag.
The officer immediately stiffened.
“Hands where I can see them!”
She stopped moving.
“I'm retrieving identification. My hands are visible.”
“I said don't move!”
She left her hand resting at the top of the bag.
Then looked toward the jogger who had stopped near the pathway.
The young man was holding a phone.
Its camera was pointed toward the bench.
The officer noticed.
His expression became furious.
“Put that phone away!” he shouted.
The jogger remained where he was.
“I'm standing on a public path.”
The officer pointed toward him.
“Keep recording and you'll be joining her.”
The woman looked back at the officer.
“Are you threatening a witness now?”
His face darkened.
“That's it.”
He grabbed her forearm.
The Black woman didn't pull away.
She didn't strike him.
She didn't raise her voice.
Instead, she spoke clearly enough for the person recording to hear.
“Officer, I am not resisting. You have not identified a crime, and you are holding my arm.”
The officer tightened his grip.
“Maybe you'll learn some respect in jail.”
The woman looked down at his hand.
Then raised her eyes.
“Before you make this worse, I suggest you look inside the front compartment of my handbag.”
He laughed.
“Oh, now you want to show ID?”
She answered without smiling.
“Yes.”
He released her arm long enough to watch her retrieve a small black leather credential wallet.
She held it upright.
A gold federal badge caught the sunlight.
The officer's expression changed.
The woman opened the identification panel beside it.
Then spoke in a voice so calm that it frightened him more than shouting could have.
“I'm a federal civil-rights investigator.”
The officer stared.
For several seconds, nobody moved.
Then he laughed.
A forced, uncertain sound.
“That's fake.”
The woman held the credentials steady.
“You may verify them through your department's federal liaison or the official number listed in your agency directory.”
