The older patrol officer began explaining.

The captain raised one hand.

“Not here.”

Then he looked toward the jogger.

“Stop recording.”

The young man remained where he was.

“I'm on a public path.”

The captain's jaw tightened.

He turned toward the junior officer.

“Turn your body camera off.”

The younger officer froze.

The investigator looked toward him.

He glanced at the captain.

Then at his camera.

For a moment, fear was visible on his face.

He had spent months following improper instructions because he worried about losing his career.

Now he faced the same choice again.

The captain repeated the command.

“Camera off. This is a supervisor conversation.”

The younger officer swallowed.

Then answered.

“Captain, we're still involved in an active encounter.”

The captain stared.

The young officer continued.

“Department policy requires me to record it unless an applicable exception exists.”

The captain stepped closer.

“Are you refusing a direct order?”

The younger officer's face reddened.

He looked terrified.

But he didn't touch the camera.

“I'm asking which exception applies.”

For several seconds, nobody spoke.

Then the Black investigator rose carefully from the bench.

She kept her hands visible.

Her voice was controlled.

“Captain, I'd like to clarify something before anyone gives another instruction.”

He turned toward her.

She held up her credentials.

He glanced at them.

Then his expression changed.

The investigator continued.

“I've identified myself. Your officer has detained me without articulating a specific criminal offense, and you've now ordered another officer to stop recording the encounter.”

The captain stared.

She looked directly into his eyes.

“Is that what your department calls the park contact protocol?”

His face went pale.

For one brief moment, the confident command officer appeared completely unable to speak.

Then he looked toward the younger officer's camera.

The red recording indicator was visible.

His expression changed from shock to anger.

He pointed toward the patrol SUV.

“Everybody back to your vehicles.”

The investigator remained still.

The captain looked toward her.

“You're free to go.”

She nodded.

“Thank you for clarifying.”

He turned away.

She continued.

“Before I leave, I need your name and badge number for the record.”

He stopped.
